Are Latin American cities inclusive for migrants?

Latin American cities have experienced urban development challenges due to rapid urbanization. In the past 15 years Latin American cities have received primarily a mass exodus of Venezuelan refugees, but also, an exodus of Central Americans to Mexico and the US. The response to forced migrations has varied among countries with many good examples of urban governance in the region. In light of the recommendations of the 2017 New Urban Agenda (NUA), how could cities in Latin America strive to implement the principles for improvement in NUA’s five pillars of “national urban policies, urban legislation and regulations, urban planning and design, local economy and municipal finance, and local implementation”, despite the rapid urban migration?
